Some criticisms of interstate compacts may be applicable <br />to interbasin compacts as well, but some may be avoided with foresight: <br /> <br />a. Compacts hinder marketing by limited long - term transfers. <br />b. Undemocratic; difficult to amend. <br />c. Only when compacts are entered into for geographic, economic and <br />regional reasons are the demands for review and revisi on lessened. <br />d. Administrative agencies charged with administering a compact may <br />not be especially responsive. <br />e. Compact is a contract and principles of contract law change over time. <br /> <br /> <br />
