Revised: 7/26/2007 <br />Institutional Framew ork for Interbasin Compact Negotiations <br /> <br />Proposed Legislation <br /> <br /> <br />Basin Roundtables <br /> <br />To facilitate continued discussions within and between basins on water management <br />issues, permanent Basin Roundtables will be established to provide a format for locally <br />based planning and collaboration on the management of water resources. The Basin <br />Roundtables will be a locally driven resource for the Steering Committee. <br /> <br />Basin Roundtables will have the following responsibilities: <br /> <br />1. Set their own rul es for membership selection and adopt operational by - laws; <br /> <br />2. Provide a forum for on - going basin collaboration; and <br /> <br />3. Select two Steering Committee members. <br /> <br /> <br />Public Education and Outreach <br /> <br />The equitable division of the state’s waters will not be successful unl ess the public is <br />informed and able to provide input. The Steering Committee will be directed to develop <br />a Public Education/Outreach Working Group. <br /> <br />The Public Education/Outreach Working Group will: <br /> <br />1. Create a process to inform and educate the public on the Steering Committee’s <br />activities and progress of the Interbasin Compact Negotiations; and <br /> <br />2. Create a mechanism by which public input and feedback can be relayed to the <br />Steering Committee and Compact Negotiators. <br /> <br /> <br />Interbasin Compact Negotiations and Compact Negotiators <br /> <br />Interbasin compact negotiations will take place on a voluntary basis between the <br />following eight basins: The Yampa/White/Green/North Platte; The Colorado; The <br />Gunnison; The Dolores/San Juan; The Rio Grande; The South Platte and Arkansas metro <br />areas (collectively called the Front Range); The non - metro South Platte; and The non - <br />metro Arkansas. <br /> <br />Interbasin compact negotiations will take place between Compact Negotiators. The <br />Director will appoint Compact Negotiators with input and guidance from the Steering <br />Committee. <br /> <br />Interbasin compact negotiations must adhere to the principles and follow the structure <br />established by the Steering Committee. <br />2 <br />
