Revised: 7/26/2007 <br />Difference between the Proposed Legislation and the Internal Draft <br /> <br /> <br />The Steering Committee <br />The proposed legislation does not include an explicit statement directing the Steering <br />Committee to have broad representation. The internal draft directs the Gover nor to use <br />his at - large appointments to ensure the Steering Committee includes environmental, <br />municipal, agricultural, industrial, and recreational representatives. <br /> <br /> <br />Basin Roundtables <br />The proposed legislation does not include an explicit statement that th e SWSI roundtables <br />will be the starting point, but membership can change. This principle is implied, as the <br />proposed legislation gives the Basin Roundtables the responsibility to “set their own rules <br />for membership selection and adopt operational by - laws. ” <br /> <br />The proposed legislation does not provide additional details on the Basin Roundtables <br />responsibility to “provide a forum for on - going basin collaboration.” The internal draft <br />includes some details on on - going basin collaboration and the option of engag ing in a <br />basin - wide planning process. <br /> <br /> <br />Public Education/Outreach <br />The proposed legislation does not direct this working group to coordinate and work <br />collaboratively with the Colorado Water Education Foundation. <br /> <br /> <br />Interbasin Compact Negotiations <br />The propose d legislation does not mention that the end result might be a referred <br />constitutional amendment.
