Revised: 7/26/2007 <br />Institutional Framework for Interbasin Compact Negotiations <br /> <br />Internal Draft <br /> <br /> <br />Basin Roundtables <br /> <br /> <br />Summary <br />Feedback on SWSI revealed that not only do internal basin discussions need to continue, but also <br />interbasin negotiations should have a strong element of grassroots support. One wa y to <br />accomplish these dual objectives is to formalize the SWSI Basin Roundtables. <br /> <br />Permanent Basin Roundtables, established through legislation, will provide a format for locally <br />based planning and collaboration on the management of water resources. Bec ause the issues of <br />each basin vary, the specific entities involved and the specific issues addressed within an <br />individual basin will vary. However, permanent roundtables will have two primary <br />responsibilities: 1) continue discussions on within basin issue s and solutions; and 2) select <br />members of the Interbasin Compact Steering Committee. <br /> <br />Members <br />The current SWSI roundtable members will be retained. Although initial membership will be the <br />current roundtable representatives, roundtables will have the autho rity to establish their own <br />rules for membership selection. <br /> <br />Responsibilities <br />Roundtables will have the following responsibilities: <br />? <br /> <br />Set their own rules for membership selection and adopt operational by - laws; <br />? <br /> <br />Provide a forum for on - going basin collaboration . <br />? <br /> <br />Select two Interbasin Compact Steering Committee members. <br /> <br />Selection of Interbasin Compact Steering Committee Members <br />Each roundtable will establish its own process for selecting Steering Committee members <br />through their by - laws. Using their chosen proce ss, each roundtable will select two Steering <br />Committee members. <br /> <br />On - going Basin Collaboration <br />Roundtables are responsible for providing an on - going forum for basin collaboration. This can <br />entail a formal basin - wide planning process, or informal discussion s and collaboration. <br /> <br />At their own discretion, basin roundtables can engage in a basin - wide planning process. Basin <br />Roundtables can decide upon their own framework, funding, powers, and final product. Basins <br />may decide that this formal basin planning eff ort results in institutionalized agreements. <br /> <br />Basin Roundtables may decide not to engage in a formal basin planning process that results in <br />institutionalized agreements. These basins will engage in more informal discussions and <br />collaboration. <br />6 <br />
