Some steps are on going and some steps will occur simultaneously. <br /> <br /> <br />1. The Governor appoints the Director of Compact Negotiations. <br /> <br /> <br />2. The Basin Roundtables establish their membership rules and operational by - laws. <br /> <br /> <br />3. The eight Basin Roundtables each select two Steering Committee members. <br /> <br /> <br />4. The eight Basin Roundtables decide upon a continual with - in ba sin collaboration framework, <br />and have continual with - in basin collaboration. <br /> <br /> <br />5. The Director appoints eight Steering Committee members. <br /> <br /> <br />6. The Steering Committee establishes operational by - laws and appoints working groups. <br /> <br /> <br />7. The Steering Committee establishes t he Public Education/Outreach Working Group. <br /> <br /> <br />8. The Public Education/Outreach Working Group fulfills on - going responsibilities. <br /> <br /> <br />9. The Steering Committee established foundational principals that the negotiating basins must <br />agree to. <br /> <br /> <br />10. The Steering Committee esta blishes a framework for Interbasin Compact Negotiations. <br /> <br /> <br />11. The Steering Committee creates a list of Compact Negotiator Nominees. <br /> <br /> <br />12. The Director appoints Compact Negotiators to serve in Compact Negotiations. <br /> <br /> <br />13. Interbasin Compact Negotiations occur with oversig ht and facilitation by the Steering <br />Committee. <br /> <br /> <br />14. Compact Negotiators come to negotiated agreements. <br /> <br /> <br />15. All negotiated agreements are compiled into one referred measure to amend the state <br />constitution. <br /> <br /> <br />16. The citizens vote on the referred measure. <br /> <br /> <br />17. The terms of the negotiated agreements are implemented. <br />12 <br />
