certainly a gr oup that should be included, but the language requiring coordination should
be softened.

Basin Roundtables
A frustration with the Colorado River roundtable was there was no formal or informal
representation by the front - range. Basin roundtables need info rmation from other basins
that affect their operations. If the basin roundtables are to be formalized, there needs to
be cross - basin participation.

How this is or will be addressed in proposed legislation:
As currently structured, the basin roundtables would have the power to set their own
rules for membership selection. Those that wanted cross - basin participation could ask
people from other basins to participate in their roundtables. This participation could be
formal or informal depending upon what the basin roundtables wanted.

Financial Impact
Chris noted that this framework is going to take a substantial commitment of time and
resources. The legislature will have to look at how to fund this process which will be
very expensive. There is also a n eed to ensure this funding is available on a consistent
and long - term basis. Will this come from annual appropriation or some other source?

3
