Revised: 7/26/2007 <br />Anticipated Course of Action <br />? <br /> <br />The decision - rule will be consensus. Consensus - based collaboration will ensure a <br />balance of power among negotiators, and result in final products with broad - based <br />support. <br />? <br /> <br />The exact format for negotiations will be designed and implemented by the Compact <br />Commission. This will a llow for broader input, participation, and buy - in, as well as <br />provide time for careful thought and development. The Compact Commission will be <br />assisted by DNR in this development, and ideas and draft structures can be provided <br />ahead of time as needed. <br />? <br /> <br />Fun ding will be available to use facilitators and mediators should they be needed. <br /> <br /> <br /> <br />9. Availability of Technical/Scientific Information <br />Importance <br />Accurate and credible information is a cornerstone for negotiations. Parties must agree <br />on the validity of the sc ientific and technical information upon which decisions are based. <br /> <br />Ideas/Suggestions <br />? <br /> <br />SWSI, Colorado’s Groundwater Atlas, the Colorado River Compact Water Development <br />Projection, and other studies will provide a basis of information. <br />? <br /> <br />Technical Advisors wi ll be made available to the Compact Commission and the basin <br />representatives. <br />? <br /> <br />Funding and staff support will be available for compiling and analyzing necessary data <br />and information. <br />? <br /> <br />Funding and research support could be made available for further research. <br /> <br />This will benefit the process in generating necessary information if it is not <br />o <br />currently available. <br /> <br />Caution is needed so negotiations do not 1) stall while waiting for the results of <br />o <br />long - term studies, or 2) end in the “call for more research.” <br /> <br />Anticipat ed Course of Action <br />? <br /> <br />SWSI and Phase II SWSI will continue as a separate process and will inform the compact <br />negotiations. <br />? <br /> <br />Technical advisors will be available throughout the process. <br />? <br /> <br />Funding and staff support will be available for compiling and analyzing da ta/information. <br />? <br /> <br />Independent sources for further research will be available.
