<br />The Roles of the IBCC <br /> <br />1. Provide a forum to develop and disseminate information, create <br /> <br />a positive environment for a statewide perspective, and develop <br />a vision for statewide water negotiations; <br />2. Serve as a forum for discussing and addressing the socio - <br /> <br />economic, recreation and environmental impacts of water <br />development and management, as well as potential impacts on <br />the ability of the state to use its entitlements and meet its <br />Interstate Compact requirements. <br />3. Assist in finding resources to enable Roundtables to develop <br /> <br />basin - wide visions; <br />4. Encourage development of a common technical platform upon <br /> <br />which negotiations can be based; <br />5. Guide the process of negotiating interbasin compacts and other <br /> <br />agreements by providing a framework that creates incentives for <br />successful deliberations, agreements, and their implementation; <br />and <br />6. Perform all other roles and functions of the IBCC identified in <br /> <br />legislation. <br /> <br />The IBCC’s meeting logistics are discussed in Section 2 below. <br /> <br /> <br />Substantive Responsibilities and the Path Forward <br /> <br />The path forward for the Interbasin Com p act Process builds on the Basin Roundtable’s <br />substantive responsibilities and previous accomplishments (summarized throughout this <br />report and detailed in the Interbasin Compact Committee Annual Report, October 31, <br />2006). The elements of the Basin Roundtab les substantive responsibilities and the path <br />forward include : <br />? <br /> <br />Continued Basin Roundtable and IBCC Meetings <br />? <br /> <br />Public, Education, Participation, and Outreach <br />? <br /> <br />Needs Assessments and Common Technical Platform <br />? <br /> <br />Water Supply Reserve Account <br />? <br /> <br />Addressing Issues of Sta tewide Concern <br /> <br />Each of these elements is described in detail below. It is hoped that by the end of 2009 <br />the Interbasin Compact Process will have developed basin - wide water needs assessments <br />for each roundtable, and will be utilizing the Water Supply Rese rve Account to help <br />implement solutions to Colorado’s consumptive and non - consumptive water needs. <br /> <br /> 8 <br />
