The IBCC <br />In order to improve the WSRA process and implement the lessons learned from the first <br />roun d of applications, the IBCC will: <br /> <br /> <br />1. Actively participate in the annual review of the Criteria and Guidelines. Per the <br />current Criteria and Guidelines, the IBCC will “in October of each year jointly (with <br />the CWCB) consider and make any necessary revisions to these criteria and <br />guidelines.” <br /> <br /> <br />2. Encourage their roundtable to review their WSRA process in light of the lessons <br />learned from this first round and strengthen their process where needed. <br /> <br /> <br />Basin Roundtables <br />Basin Roundtables have a key role in the proces s. They are the screening entity and what <br />they advance is given considerable deference. In order to improve the WSRA process <br />and implement the lessons learned from the first round of applications, roundtables <br />should focus on: <br /> <br /> <br />1. Making sure each Basin Acco unt application has individually addressed each of the 4 <br />Threshold Criteria and the eligibility requirements. <br /> <br /> <br />2. Making sure each Statewide Account application has individually addressed each of <br />the 4 Threshold Criteria and the Evaluation Criteria. <br /> <br /> <br />3. Make sur e there is a nexus between the roundtable’s needs assessment and the <br />application. This link should be articulated in the application and/or the approval <br />letter. This means that the application is either: A) linked to the needs assessment <br />conclusions; or B) furthers the roundtable’s needs assessment. All roundtables have a <br />working needs assessment that identifies solutions that can be pursued in each basin. <br /> <br /> <br />4. In the future it is likely that request for fund will exceed available funds. If <br />roundtables have multiple applications they may wish to rank order those that have <br />the highest support/degree of need for funding. <br /> <br /> 22 <br />
