It is also important to have some <br />consistency and standards so members of the public and potential Water Supply Reserve <br />Account applicants can effectively interface with the roundtables. <br /> <br />Interbasin Compact Committee (IBCC) <br /> <br />The IBCC is leading and supporting the efforts of the basin roundtables. In 2007, the <br />IBCC and their Working Groups will continue to meet and their work will predominately <br />consist of addressing bridging issues, contin uing their working groups’ efforts, receiving <br />presentations on the results of SWSI Phase II and integrating those with their bridging <br />issue deliberations, and receiving presentations from host roundtables. The IBCC will <br />invite the new Governor and/or memb ers of his administration to meet with them. <br /> <br />Meetings <br />The Director of Compact Negotiations is the Chair of the IBCC and sets the meeting <br />schedules, location, and agendas. In 2006, the IBCC meet on a monthly basis and held its <br />meetings in Denver during th e legislative session. When the session ended, the IBCC <br />moved their meetings around the state and held them in conjunction with local roundtable <br />meetings. IBCC meetings were held along with the Arkansas roundtable (Pueblo), the <br />Rio Grande roundtable (Ala mosa), the Yampa/White roundtable (Steamboat Springs), <br />and the Southwest roundtable (Durango). <br /> <br />In 2007, the IBCC will continue to have meetings monthly , and of no more than a day in <br />duration. Meetings will be held in Denver as long as the legislature i s in session. <br />M eetings will be conducted in basins in conjunction with r oundtable meetings once the <br />nd <br />legislative session ends. The first meeting in 2007 is scheduled for February 2 . We <br />will work with Legislators on the IBCC to develop a schedule for me etings after <br />February. <br /> <br />Bridging Issues <br />The IBCC has agreed that in the coming year they would like to address a series of <br />bridging issues. Bridging issues are water issues that may affect multiple basins or the <br />state as a whole. For each bridging issu e, the IBCC will: <br /> <br />1) Receive educational presentations on the issue including hearing from basins <br />affected by the bridging issue; <br /> <br />2) Deliberate and discuss the issue in details; and <br /> <br />3) If appropriate, make recommendations where and when it would have value. <br />These steps may take place in one IBCC meeting dedicated to the bridging issue, or occur <br />over a series of meetings at which other work is done. <br /> <br />The IBCC and staff have identified the following potential bridging issues for discussion <br />in 2007 and beyond: <br />? <br /> <br />Colorad o River basin issues – the Colorado River Compact, “unappropriated <br />water,” and the impacts of a potential call. <br />? <br /> <br />Interstate river obligation on the Arkansas, South Platte, North Platte, and Rio <br />Grande Rivers. <br /> 7 <br />
