st <br />Colorado Water for the 21 Century <br />Interbasin Compact Process <br />Work Plan <br />2007 <br /> <br />Executive Summary <br />st <br />In 2005, the Colorado W ater for the 21 Century Act created a collaborative process as a <br />new approach to addressing the State’s water challenges . Since that historic beginning <br />nine Basin Roundtables and the statewide Interbasin Compact Committee (IBCC) have <br />formed and actively engaged in the Interbasin Compact P roc ess. The aim of this process <br />is statewide water supply sustainability. Through a collaborative approach that is built <br />from the grassroots or basin roundtable level up, this process seeks solutions that will <br />balance the state’s water supplies and water demands over time. <br /> <br />In order to achieve this, the Interbasin Compact Process will build on the <br />acco mplishments from 2005 and 2006 (see the Interbasin Compact Committee Annual <br />Report, October 31, 2006). This Work Plan describes the activities that will be <br />undertaken by the basin roundtables and the IBCC in 2007. As this process matures, two <br />key themes will emerge in the coming year: <br /> <br />1. Identifying strategies that move towards water supply sustainability at the river <br />basin and state levels; and <br /> <br />2. Establishing standard operating procedures to better frame and organize the <br />efforts of the basin roundtables and t he IBCC. <br /> <br />The work of the roundtables in 2007 will predominately consist of three parallel <br />activities: <br />? <br /> <br />Education (including self - education, cross roundtable education, and public <br />education); <br />? <br /> <br />Developing their basin - wide water needs assessments; and <br />? <br /> <br />Agree ing upon potential solutions to meet their water needs. <br />Roundtables may also dedicate time to articulating major water issues and goals for their <br />basin, increasing their ability to collaborate and make efficient use of their time, and/or <br />discussing what water supply sustainability means for their basin. <br /> <br />In 2007 the IBCC will continue to lead and support the efforts of the basin roundtables. <br />The IBCC’s work will predominately consist of addressing bridging issues, continuing <br />their working groups’ efforts , receiving presentations from host roundtables, and <br />receiving presentations on the results of SWSI Phase II and integrating those with their <br />bridging issue deliberations. These activities will occur within the context of how <br />Colorado can reach statewide water supply sustainability. The IBCC will also invite the <br />new Governor and/or members of his administration to meet with them early in the year. <br /> 1 <br />
