7/26/2007 <br />Interbasin Compact Process Strategic Plan <br />2006 <br />INTERNAL WORKING DOCUMENT <br />Principals <br />This is a voluntary process and the process must add value to water management decisions and <br />not just be another layer of bureaucracy. <br /> <br />All activities should be geared towards strengthening the roundtables and IBCC as they develop <br />as fledgling institutions. <br /> <br />R elationship building among members will be important. This can be developed and enhanced <br />by a variety of approaches including: the values assessment; discussion of water issues and <br />concerns in members’ area; having down time and meals at meetings; fieldtr ips. <br /> <br />Keys to success include: start slow, build dialogue, under - promise and over - deliver, build <br />coalitions through patience, good and valid information transparency and opportunities to spend <br />time together. <br /> <br />Roundtables <br /> <br />Water Interest Assessment <br /> Early Spring <br />? <br /> <br />Presentation of CIPP Water White Paper and Values Study <br />? <br /> <br />If requested, conduct an interest assessment for the roundtable and work with them to <br />understand their beliefs and values about water <br /> <br />Provided by CIPP, CSU Extension Services, Contract Facilitator <br />o <br /> <br />Basin Wide Water Needs Assessment <br /> Spring, Summer, and Fall <br />Examination of SWSI Information (see CDM Scope of Work for more detail ) – 3 parts Spring <br />? <br /> <br />Overview of SWSI Findings <br />? <br /> <br />Demands and Supplies at a basin and county level <br />? <br /> <br />Understanding the Gap <br /> <br />Integrate SWSI Information with other Information Spring <br />? <br /> <br />Presentations by roundtable members about water issues and concerns in their areas <br />? <br /> <br />Identification and dissemination of i nformation sources not incl uded in SWSI <br /> <br />Refinement of current information Summer and Fall <br />? <br /> <br />Identify areas where additional level of detail is needed <br /> <br />
