7/26/2007 Interbasin Compact Process Strategic Plan 2006 INTERNAL WORKING DOCUMENT Principals This is a voluntary process and the process must add value to water management decisions and not just be another layer of bureaucracy. All activities should be geared towards strengthening the roundtables and IBCC as they develop as fledgling institutions. R elationship building among members will be important. This can be developed and enhanced by a variety of approaches including: the values assessment; discussion of water issues and concerns in members’ area; having down time and meals at meetings; fieldtr ips. Keys to success include: start slow, build dialogue, under - promise and over - deliver, build coalitions through patience, good and valid information transparency and opportunities to spend time together. Roundtables Water Interest Assessment Early Spring ? Presentation of CIPP Water White Paper and Values Study ? If requested, conduct an interest assessment for the roundtable and work with them to understand their beliefs and values about water Provided by CIPP, CSU Extension Services, Contract Facilitator o Basin Wide Water Needs Assessment Spring, Summer, and Fall Examination of SWSI Information (see CDM Scope of Work for more detail ) – 3 parts Spring ? Overview of SWSI Findings ? Demands and Supplies at a basin and county level ? Understanding the Gap Integrate SWSI Information with other Information Spring ? Presentations by roundtable members about water issues and concerns in their areas ? Identification and dissemination of i nformation sources not incl uded in SWSI Refinement of current information Summer and Fall ? Identify areas where additional level of detail is needed
