Members of basin roundtables,

Now that the pursuit of a firm to provide technical assistance to you in developing your basin
specific water needs assessment is underway I thought I would take a moment to catch you up
on where the process stands.

We hav e submitted a preliminary scope of work along with the required documentation to begin
the process of hiring a firm. Because the nine basins will be working with one firm under a central
contract this offer must progress though the given state procurement process. This process can
take up to 84 days from the time the initial documents are submitted and will follow the schedule

outlined in the table below:

From To Item
(approx.) After a firm has been selected, individual roundtables will be able to write their own
scope of work highlighting in more detail any specific projects or duties it sees fit and making
clarifications on the preliminary scope of work. The OICN hopes the roundtables wil l assume an
active role in determining who will assist with the needs assessments and, once the firm is
chosen, that the roundtables quickly initiate an individual relationship with the firm, including the
submission of a basin specific scope of work.

Hop efully this information answers some of the questions you may have about this process, if
there are other items you wish to have addressed please feel free to contact the OICN. An
update will be sent as the process continues.

Thanks,
