Scope of Work <br />For <br />Technical Assistance for Basin Roundtables <br /> <br />Introduction: <br /> <br />Colorado’s House Bill 1177 created the “Interbasin Compact Process,” including nine <br />basin roundtables covering the following geographic areas in Colorado: the Arkansas; the <br />Colora do; the Dolores, San Miguel and San Juan; the Gunnison; the Metro (roughly the <br />Denver metro area); the North Platte; the Rio Grande; the South Platte and the Yampa - <br />White and the Interbasin Compact Committee (IBCC). The IBCC coordinates issues and <br />activitie s between roundtables, and address water issues of co ncern to the State as a <br />whole. Potential bidders are encouraged to review relevant legislation, program <br />documents, the IBCC Charter, roundtable bylaws, and recent roundtable/IBCC activities, <br />and discuss relevant elements in their statement of qualifications. <br /> <br />Scope of Work: <br /> <br />This scope of work is for technical assistance to be provided to the Colorado Department <br />of Natural Resources /Colorado Water Conservation Board, the IBCC, and the nine basin <br />roundtab les between July 1, 2006 and June 30, 2007. The purpose of this assistance is to <br />take task orders from roundtables to assist them with their needs assessments. <br />Roundtables must conduct a basin - wide water needs assessment consisting of four parts: <br />1) anal ysis of consumptive water demands; 2) analysis of non - consumptive water <br />demands; 3) analysis of water supplies and un - appropriated water; and 4) proposed <br />projects and/or methods, either structural or non - structural, to meet identified water <br />needs. Technic al assistance through this contract will support the roundtables in <br />compiling and analyzing existing information (including information from SWSI Phase I <br />and Phase II), updating and refining existing information, and developing new <br />information to further t heir needs assessment. <br /> <br />Tasks: <br /> <br />Task orders will come from the roundtables through the state project manager(s) . <br />Contractor will work with roundtables and the state project manager(s) to develop their <br />task orders. Task orders may include reconnaissance, feasibility study, or design level <br />ana lysis. I nformation from existing information/data sources will be utilized to the <br />maximum extent possible. Task orders are intended to fill data gaps or refine information <br />as needed. T ask orders may include: <br /> <br />? <br /> <br />Evalua tion of basin demographic, economic, and social trends. Example tasks <br />may include but are not limited to: evaluating current and projected population <br />and other key demographic factors; evaluating the role of water in a basin’s major <br />economic sectors; and analyzing the social setting surrounding water <br />management. <br />
