Implementation <br /> <br />The Basin Roundtables will be critical to implementing recommendations produced by their nonconsumptive needs <br />assessments. In addition, to considering how to ensure that basins meet both the consumptive and non-consumptive needs <br />that SWSI, the 1177 and other processes identify, the Basin Roundtables, along with assistance from the IBCC, can use the <br />information that the NCNA Workgroup develops to: <br /> <br />. <br /> <br />Encourage water suppliers to consider this information when planning their projects and processes. <br /> <br />. <br /> <br />Identify projects and processes to meet these needs, <br /> <br />. <br /> <br />Identify additions to other processes or projects developed to meet other needs that might also meet the <br />nonconsumptive needs, <br /> <br />. <br /> <br />Identify and assist in securing funding for such projects and processes, and <br /> <br />. <br /> <br />Ensure development and implementation of sufficient projects and processes to meet these nonconsumptive needs. <br /> <br />5. Products <br />The following products are expected as part of the work completed by the NCNA Workgroup: <br /> <br />. <br /> <br />As complete as possible a set of GIS coverages representing Colorado's important environmental and recreational <br />attributes, both at the state and basin levels (the latter where a coverage is specific only to a single basin or only to a <br />few basins in the state). <br /> <br />. <br /> <br />A map of prioritized areas and reaches <br /> <br />· A set of model flow templates that describe natural flow regimes for different stream types and associate non- <br />consumtpive values with components of the hydrograph <br /> <br />. <br /> <br />Site-specific flow quantifications for prioritized reaches, where the triage suggests a quantification should be done and <br />where data are available <br /> <br />6. Funding <br /> <br />There is not likely to be sufficient HB1400 funding to complete the nonconsumptive needs assessments within the current <br />schedule of updating all of the Basin Roundtable's Need Assessments by end of 2008. Therefore, it will be necessary to <br />supplement the funding to complete these tasks. SB 179 money is available to do so.
