Therefore, answering <br />this question naturally leads to Question Two posed above about how a compact call <br />would be administered. <br /> <br />Path Forward <br />The answer to this question has a policy element as well as a legal element. It also will <br />be hard to address this question without a better handle on the first two questions. The <br />State could work on answers to the first two questions and then reevaluate this question. <br />Or it may be helpful to begin a conceptual dialogue. <br /> <br />A conceptual dialogue would involve the IBCC and the roundtables discussing this issue <br />and gathering a variety of perspectives. These discussions could begin to frame the <br />tradeoffs, implications, and institutional hurdles associated with different decisions. It is <br />unclear at this time who or how a decision on this question is made. However, some <br />creative brainstorming by the Interbasin Compact Process may be helpful. <br />
