VI. White River near State Line
vii. Green River above Yampa River (added from those in SWSI)
Summaries (graphical and tabular) of maximum. mean. median. and
minimum stream flows and upstream depletions will be prepared at these
locations for monthly and mmual time steps. Summaries will also be
prepared for drought sequences in the 1930s and 1950s.

8. Colorado River Comnact Own-jew/Analvses
a. Review and summarize (in a task memo) key legal and operating
procedures that may be relevant to the study and interpretation of the study
findings. Key documents include:
i. Colorado River Compact
ii. Upper Colorado River Compact
iii. Coordinated Long-Range Operating Criteria & Interim SUl1Jlus
Guidelines or in the alternative when completed the Lower Basin
shortage Guidelines and the Coordinated Operation of Lakes
Powell and Mead
IV. Eric Kuhn Analysis
b. Following above review/analysis and in consultation with State legal
representatives, prepare and document reasonable ranges for Colorado's
Colorado River allowable depletions and the associated required (for the
Compacts) streamflow leaving the State. Prepare comparative tables (such as Figure 7-4 below from the SWSI
report below) and figures of estimates of allowable depletions (and
required streamflow. if appropriate) from various sources. the range of
these values developed from this study and how those values and ranges
compare to the simulated depletions and streamflows (leaving the state)
from the current supply/uses scenario developed in Tasks 3 through 6
above.
e. Prepare a memorandum, for distribution to Roundable members,
summarizing the methodology. assumptions and results of the
comparative analyses of "Colorado's remaining Compact Entitlements".

Colorado River Water A \'ailability Study Scope

6

June 25. 2007 Draft

Comment: Could we and does it make
sense to include the drought centered on
2002?

- Comment: I think this is a very \vise
idea and suggest breaking it out as a
separate task. Perhaps we could hold
more than one \vorkshop and our
intert~1ce \vith the roundtables could be
through documents, \vorkshops, and the
IEee rather than visiting each
roundtable.
