Schreier: <br /> <br />allowed to proceed outside of this process to develop water storage <br />options and if there is a project and developed outside of this <br />project or outside of this process, there should be no penalty for <br />not using the compact negotiation committee. <br /> <br />It is my concern that if indeed Representative Rose and myself <br />come up with an agreement outside of this process that it not be <br />held up in some sort of permitting or process because we did come <br />up and did not go through this process through the roundtables. It' <br />important that it remains a voluntary roundtable and that we can <br />still actively pursue an agreement. I'm a senior water resources engineer <br />with Golder Associates. I formerly worked as an independent <br />consultant and contractor before the CWCB, for which I organized <br />a series of basin planning meetings throughout the state in 2000 <br />and 2001. <br /> <br />I also formerly worked for the NOlih Carolina Division of Water <br />Resources where I drafted initial regulations for water management <br />in the eastern one-third of the state and served there during the <br />development of that state's first cycle of basin wide planning <br />efforts. <br /> <br />I currently work for Golder Associates, which has been a leading <br />consultant in the provision of technical and planning support for <br />water shed planning units in the state of Washington under that <br />state's water shed planning Act of 1998. <br /> <br />I also worked in 2003 for a member of this committee. I'm a little <br />more comfortable sitting behind the members than in front of <br />them. It's certainly less comfortable having my back to some of <br />the folks in the room. <br /> <br />But the subject matter of this bill is something with which I'm very <br />familiar and hope that my comments today and any other input I <br />can provide over the course of this session will be constmctive and <br />help lead to an effective and lasting stmcture for the creation and <br />implementation of locally initiated solutions to water management <br />issues within the state, in cooperation within and between the <br /> <br />www.escriptionist.com <br /> <br />Page 38 of 49 <br />
