There's no stmcture provided in this bill. <br />Again, let the local folks decide, but we find it too fuzzy in concept <br />to be reliable in terms of representing our interests at these <br />negotiations. <br /> <br />Could negotiations solve the problems? Possibly, but this bill as <br />written, as presented to you today doesn't have enough meat on its <br />bones. The Director presented that as a positive. We see it as a <br />negative. We feel that with some work, which we think could not <br />be accomplished in the few short weeks that are available in this <br />session, this concept could be improved upon and perhaps - <br />perhaps give us the wonderful result that the Director and <br />Representative Penry have presented to you. But this bill, today, <br />before you now we think is inadequate to the task. <br /> <br />Any questions for Mr. McClow? <br /> <br />Thank you. <br /> <br />Thank you. Alan Foutz, would you please join us? Thank you. <br /> <br />Good afternoon, Madam Chairman and members of the committee. <br />My name is Alan Foutz. I'm president of the Colorado Farm <br />Bureau. As most of you are aware I think that Colorado Farm <br />Bureau is the state's largest general farm organization. We do <br />represent a lot of those holders and owners of the water rights. <br /> <br />I mean a lot of the discussion has taken place and so I know there's <br />probably several people wanting to speak yet. So I'm not going to <br />spend a lot of time here, except to say I want to thank <br />Representative Penry and I want to thank Director George for the <br />work that they've done on this concept. I think it's an exciting <br />concept to have this discussion. <br /> <br />One thing that the Colorado Farm Bureau wants to do is to make <br />sure that we provide the mechanism somehow that we can <br />maintain the discussion around the state so that we can maybe have <br />something in a dialogue that hasn't happened before in the last 20- <br />30 years, maybe happen in the next few years. <br /> <br />So, just off the top we're excited about the possibility of having <br />these discussions about this concept and we want to make sure that <br />whatever happens here today or in the future, we allow for that <br />discussion to take place because it is new.
