Representative Hoppe. <br /> <br />Thank you, Madam Chair. The conditions that Cindy was talking <br />about are related to the impacts of the drought long-term. Frankly <br />the drought started pretty much for these people that are affected <br />before the 2002. That was about the third year. So we're going <br />into an extended period of time where we're suffering from the <br />consequences of the drought. There's a lot of other issues rolled <br />into that. <br /> <br />The difficulty with that is that's not isolated to your area at all. <br />We've got that on the western slope and the _ Valley, too. So <br />agriculture is having a really hard time every where. <br /> <br />Madam Chair, could I make one more comment? <br /> <br />Yes, Ms. French. <br /> <br />I also wanted to let you know that we do have dairy farmers over <br />on the western slope. We have about 15 farmers over there. They <br />did attend the session a couple weeks ago. I think it was in Grand <br />Junction on this bill. They did feel like they wanted to support it, <br />too. Thank you. <br /> <br />Thank you. Any other questions? Okay. Thanks. John McClow, <br />would you join us? <br /> <br />Thank you, Madam Chair, members of the committee. My name is <br />John McClow. I represent the Upper Gunnison River Water <br />Conservancy District. We are a district at the head waters of the <br />Gunnison River encompassing Gunnison County and those parts of <br />Saguache and Hinsdale County that are on the Gunnison River <br />water shed. <br /> <br />Our board of directors had an opportunity to read the draft of this <br />bill at its meeting this past Monday and asked me to come here <br />today and give you our thoughts. <br /> <br />First, the feel good part is when we read the preamble which says <br />that this bill can remove the causes of present and future <br />controversies, support Colorado's agricultural economy and mral <br />culture and protect our environment, we think that's a wonderful <br />thing. But as a head waters community that has often and still is a <br />target for trans-basin diverters, we fear that this bill doesn't offer <br />much improvement over the present circumstance. <br /> <br />www.escriptionist.com <br /> <br />Page 27 of 49 <br />
