And that's pali of all the study.

And the water laws, like with - go back to the 29 million, we don't
want to get caught in that again. That's something we'll have to be
carefi.Jl with too. We do these Interbasin Compacts and you got a
bunch of cowboys and farmers making laws, you can mn a fowl on
a water course.

Madame Chair: Representative McKinley am I correct in saying that you're motion
is to have the Water Resources Review Committee consider House
Bill 1177 as introduced?

Rep. McKinley: Yes

Madame Chair: Okay, thank you. Representative Solano

Rep. Solallo: Thank you Madame Chair. Representative Penry I think this is a
very important piece of legislation, that's why I don't want to msh
through things. I know you're wanting to move on this, but I
would feel more comfortable if - we've worked this hard on it
now, if we just spend a little bit more time, let the Water Review
Committee take a look at this and then come back with it and make
a decision. I just don't feel comfortable with voting on it right
now. Thank you.

Madame Chair: Further discussion

Rep. Pelll~v: Madame Chair right here.

Madame Chair: Oh, Representative Penry

Rep. PelllY Just briefly in response to Representative McKinley, there - a lot
of what you talked about will be done by the roundtable; the needs
assessment, taking a look at what they have and what they need.
That is something they will do. I don't know that we, under the
gold dome, need to make that decision for 'em. What I'm saying is
lets empower this group to begin that dialogue and begin that
decision-making process instead of putting it off another year. I'd
ask for a No vote.

Madame Chair: Okay. We'll call the roll then.

Male # 1: Representative

Male #2: No

www.escriptionist.com Page 3 of 19
