And I think, <br />you know, we've had two rounds of testimony now, and we've had <br />discussions, we need to move to the amendment phase. Are, <br />Representative Penry, are we, are you okay with staliing in on the <br />amendments? <br /> <br />Rep. PelllY <br /> <br />Yes ma'am, Madame Chair, I'm ready to - what we'll do is we can <br />just start working though 'em and I know there are some <br />amendments to my amendments, and so, as those pop up we'll just <br />wait to hear for those to be offered. But all the ones I've heard, I <br />think, are good additions to the bill. <br /> <br />Madame Chair: <br /> <br />Okay, Representative McKinley <br /> <br />Rep. McKillley: <br /> <br />I have an amendment and I would like a strike bill, the enacting <br />clause and move this to the Water Resources Review Committee. <br />And there's lots of study that needs to be done. We have a very <br />fine group that come up and said they would like to work with the <br />bill sponsor. We would like to work with the bill sponsor. <br /> <br />We've got wagonloads of water law, we're gonna add Compact to <br />it, we're gonna add studies, and if we break our wagon down in the <br />middle of the road, we're out ofluck. We need to be very careful <br />how we proceed with this. We're giving some water cOUli <br />decisions over to a regulatory agent, we need to look at that. <br /> <br />And we are in trouble right now with water law. It costs us <br />$27,000,000 'cause we made a little mistake in some water laws. <br />So let's be a little careful how we do that. Representative Penry <br /> <br />Rep. PelllY Thank you Madame Chair. With all due respect and I appreciate <br />Representative McKinley's perspective. We've studied, we've <br />talked, we've dithered enough. It's time for progress. It's time to <br />start moving forward. This process, when this bill becomes law, <br />and hopefully it will become law, that's the beginning of a month <br />and year's long process. There is gonna be a lot of work that has to <br />be done, and that's why I think we need to get started today, this <br />year, not defer it to another General Assembly, not defer it to <br />another year, not defer it to the next generation of Coloradoans. <br /> <br />www.escriptionist.com Page 1 of 19 <br />
