2-28 House Committee amended to appropriations

a $500,000.00 appropriation for going to Phase 2 on statewide
water supply investigation. In the statewide water supply
investigation conclusion, you might recall, about ten different
things they were gonna work on and one of those measures was to
facilitate discussion between basins. And I've oversimplified the
conclusion but - so the concern there was that we make sure that
whatever dollars are appropriated for this effort, whatever dollars
are appropriated for the statewide supply investigations,
that we're using those monies wisely and not being duplicative. So
I appreciate your efforts to put language in there Representative
Penry.

Rep. Pelll~v:

Thank you, Madame Chair. Moving on, were there other questions
or did you want to move on?

Madame Chair:

Oh, okay, go ahead.

Rep. Pelll~v:

L006 are some highly technical additions that came from
individuals within the Water Congress. Actually some of them are
important. If you go to subparagraphs D and E on
Lines 19 and 22, respectively. One of the things we've tried to do
is integrate this process with existing public input and notification
processes so that you don't, we don't create a new layer of process.
Subparagraph D does that. Directs them to sort of integrate them
to the extent possible.

On Line 22, you know, one of things that came out in the hearing
and our subsequent conversation is that basins themselves are
going to have their own sets of issues within the boundaries of
their own basin to wrestle with. And so what we said was, in Line
22, if a roundtable wants to break out subcommittees of this
roundtable to work through some of their own internal issues
before going forward as a basin that they are authorized to do so.

Madame Chair: Okay, so, Representative Penry, this part of the bill has to do with
those basin roundtables, right?

Rep. PelllY Correct

Madame Chair: And then they could set up subcommittees locally.

Rep. PelllY If they want to.

Madame Chair: Okay

www.escriptionist.com Page 6 of 22
