<br />3-24 House Second Reading <br /> <br />Page 8 of 13 <br /> <br />and this will indeed move water ahead, water storage, water usage, <br />ahead in our state and direct the path that we will take as a state <br />over the next 25 and 50 years. We have to have some foresight <br />now, we have to have some negotiation. <br /> <br />The process of I'm gonna take your water is long gone. It does not <br />work. We've tried that for years and it does not work. We need <br />the ability to sit down as a group and negotiate and say I need <br />water and I have money. I have water and I need money. Ifwe <br />can come to an agreement that's beneficial to all parties out of <br />these roundtable discussions that will indeed move our water <br />storage and our water usage in the State of Colorado ahead and <br />take care of our needs for the metro area as well as the agricultural <br />community for the next 50 and 100 years. <br /> <br />Members, I encourage you to support this vote. I ask for - this bill <br />- I ask for an Aye vote on House Bill 1177. <br /> <br />Mr. Chairmall: <br /> <br />Representative McHenry <br /> <br />Rep. McHelllY <br /> <br />Thank you Mr. Chairman. While it is tme that we must study <br />water, we must come to an agreement, when we come together we <br />can make decisions. But the same government that can tell you <br />that you can form a roundtable, will be the government that will <br />stop you from forming a roundtable. We come together to discuss <br />this voluntary for our own points. We cannot come from a dictate <br />from a law. <br /> <br />And whenever we make law that says that we're gonna due a study <br />that's voluntary, we have endorsed the results of that study. This <br />law will create an endorsement of the study that comes out. Let's <br />do the study without the law. Let's let the roundtables come <br />together - the communities are doing that. Look at all the water <br />deals that we're looking at now. Those didn't come because we <br />made a law that said you get together and study it. It came because <br />interested people, from their own perspective of the problem, got <br />together and created a law that we either passed or defeated. Let's <br />defeat this. Let's let it take the course that society will take on it's <br />own if we do not interfere. I urge a No vote. Thank you. <br /> <br />Mr. Chairmall: Representative Coleman <br /> <br />Rep.
