I believe that bringing the roundtables together <br />and looking at the needs of the entire state is what's right for <br />Colorado. It moves us forward in a more unified and focused <br />direction for the good of the overall. And I tmly believe that we <br />need to move this forward. Please support House Bill 1177. <br />Please vote Yes. <br /> <br />Mr. Chairmall: <br /> <br />Representative Curry <br /> <br />Rep. ClIny <br /> <br />Thank you Mr. Chairman. Representative Penry, I meant to ask <br />this before and I forgot. On Senate Bill 84, I think it is, the project <br />bill for the constmction loan program, we have a $500,000.00 <br />appropriation item for the statewide water supply investigation, <br />and that is for member's information, separate from this. And I <br />just wanted to give Representative Penry a chance to sort of <br />explain the differences between the two so that was clear for <br />everybody. <br /> <br />Mr. Chairman: <br /> <br />Representative Penry <br /> <br />Rep. PelllY <br /> <br />Thank you Mr. Chair. Thank you Representative Curry, that's a <br />good question. The statewide water supply initiative is meant to <br />provide the empirical basis, the analysis of what water exists, what <br />our demographic needs are over time, which will provide the <br />baseline of information for this process to make decisions. So it's, <br />the SWSI is sort of the analytical process. This process is the <br />decision-making process that would act on the information that <br />comes out of SWSI. <br /> <br />Mr. Chairman: <br /> <br />Representative Busher <br /> <br />Rep. BlIsher: <br /> <br />Thank you Mr. Chair. I rise in support of this bill. When you've <br />worked in water, it is very fmstrating to determine who speaks for <br />an area, who speaks for a basin, who is empowered. This bill goes <br />a long way toward adding some rationality to a very vulcanized <br />process and system that we have within this state. <br /> <br />It's fairly well known I believe, that the lower basin states fear one <br />thing, they fear that Colorado will ultimately get it's act together in <br />water management. This bill is a good step towards coordinating, <br />planning, discussing, and ultimately properly utilizing the water <br />resources of this state.
