4-14 Senate Committee
Interviewer, Interviewee

could discuss and share that with the committee at this time or we
can-

Chairman:

Are there any questions from the committee for Mr. McNulty on
the pre-amended version before we go to this specific amendment?
Seeing none. Mr. McNulty, please continue.

Frank McNlIlty:

Thank you, Mr. Chairman. We do have L-026, which has been
drafted. If you would please turn to page 8 of your pre-amended
Bill and we will look at line 15, in discussions with the members of
the environmental community, there was interest that they be able
to nominate folks that would be chosen for this position. This
process will not work if we don't have tme environmentalists
representing the environmental community; that farmers and
ranchers representing the agricultural community. This made
some sense and we told them that we would work with them on
this amendment and we did.

You have it in front of you; I won't bother reading it to you. The
other question that came up is, how do we judge how effective this
inter-basin compact committee is working? Is there any way that
legislature can keep, can monitor this process; ensure that we are
properly using the tax payers dollars and that we're moving
forward?

The second part ofL-026 requires that he inter-basin compact
committee report back to House and Senate Ag. committees
October 31 st of each year. So, that is the sum of that amendment
Mr. Chairman and I will answer any questions your members
might have.

Chairman: Senator Taylor.

Sella tor Taylor: Thank you, Mr. Chairman. You switched bills on us, I think. You
were working from the pre-amendment one and then when you go
to 26, page 8, there's no word interest in there. So, I think we then
to re-engrossed version, is that correct?

Chairman: Mr. McNulty.

Frallk McNlIlty: Mr. Chairman, thank you. The - if we are looking at the unofficial
pre-amended version, it is page 8, line 15.

Chairman: Any fi.lrther questions for Mr. McNulty? Senator Hillman.

www.escriptionist.com Page 14 of 37
