He is also the assigned <br />Watershed Hydrology Task Leader. He will be the City's main point of contact and will <br />coordinate all efforts of the Ayres Associates' project team. He has more than 30 <br />years of experience in water resources engineering and project management and <br />holds professional engineer licenses in eight states. Mr. Laiho's technical expertise is <br />in hydrology and he serves as a member of the Colorado Flood Hydrology Advisory <br />Committee. His experience covers urban and rural locations in semi-arid and humid <br />environments. Special subjects with which he has been involved include high altitude <br />areas, river ice flooding, large lake and wave related flooding, small mountain streams, <br />large rivers, and spatially-varied flow conditions. As Project Manager and Hydrology <br />Task Leader, Mr. Laiho will also have a key role in the Public Involvement Task. He is <br />a skilled public speaker with many years of experience making presentations to clients <br />and the public. Availability 50 percent <br /> <br />TASK 1: RESOURCE ATLAS TEAM <br /> <br />Scott A. Hogan, P.E., CFM - Task Leader <br />Mr. Hogan will serve as Task Leader for the Resource Atlas Task. He is a registered <br />professional engineer in Colorado, a Certified Floodplain Manager, and has more than <br />10 years of experience in hydraulic analysis and design. This experience includes <br />project management of the recent mapping of the Cache la Poudre River floodplain in <br />which Mr. Hogan provided digital mapping of an 11-mile reach of the river and <br />coordinated its integration into the City's GIS. Mr. Hogan brings extensive river <br />engineering analysis and floodplain/floodway mapping experience to the project team. <br />His experience in hydrographic and topographic surveying and mapping brings <br />understanding and knowledge of datum and mapping issues to the team. He has <br />managed several large mapping projects overcoming numerous digital mapping <br />difficulties and involving submittals of digital mapping and digital ortho photos to clients <br />in various formats, including GIS (Arclnfo/ArcView) format. Mr. Hogan is also an <br />instructor of two National Highway Institute training courses offered through Ayres <br />Associates (HEC-RAS and Culvert Design). He is a skilled speaker with years of <br />experience in technology transfer and will be a valuable asset to the Public <br />Involvement Task. Availability 40 percent <br /> <br />Jason McConahy, P.E. <br />Mr. McConahy will provide support for the Atlas task. Through routine use in support <br />of water resource engineering projects, he has mastered the ArcGIS software <br />packages and regularly makes presentations to clients demonstrating GIS software <br />and specific applications. He is the Colorado GIS coordinator for Ayres Associates and <br />recently developed an in-house training course that he presented at the corporate <br />level. His project experience with GIS includes a wide range of applications from data <br />base design to analyzing 3-dimensional data using Spatial-Analyst. His expertise will be <br />key in creating informative, useful GIS themes. Availability 60 percent <br /> <br />Anthony Alvarado, E.I. <br />Mr. Alvarado is a Colorado registered engineering intern with skill in manipulating and <br />creating GIS plates using ArcView.
