He will have access to detailed project cost accounting
information that is provided to project/task managers on a weekly basis from our
corporate accounting department. This information will allow him to maintain close
control of resource and personnel allocation.

Public and advisory committee communication and coordination is a critical part of this
project, as such we have included a communications expert on our team. Her activities
will be coordinated through Mr. Laiho. However, because of the nature of her
responsibility she will have frequent direct contact with City staff on these issues.

Along with overall management of the project, it is logical that the City assumes other
responsibilities. We expect that these responsibilities will include providing access to
previously produced work by others, coordination with other institutional entities for their
participation and/or funding, and completion of additional project mapping outside of this
contract.

Ayres Associates is proud of our reputation for completing high quality work on time and
within budget. We are committed to maintaining and advancing this reputation by
continuing to focus on the vital elements described above.

TEAM QUALIFICATIONS

The Ayres Associates project team has extensive experience in the Rocky Mountain
region, and specifically in the Boulder area river basins. We have local project
experience in resource atlas development, climatology, watershed hydrology, 1- and 2-
dimensional floodplain hydraulic modeling, risk assessment, public involvement
activities and photogrammetric mapping. In addition, Ayres Associates has supported
many local, state, and federal agencies on a wide variety of water resource
development projects with in-depth technical analysis of river engineering, sediment
transport, channel stabilization, water marketing, and reservoir and systems operation
studies. Appendix A includes a number of one-page summaries of relevant projects
completed by the team.

Our team specializes in hydrologic and hydraulic analysis and design using both 1- and
2-dimensional modeling techniques for numerous applications including floodplain and
floodway studies, geomorphic analysis, sediment transport analysis, hydraulic design,
bridge hydraulics and scour analysis, river restoration, fishery habitat evaluation, and
other environmental studies.

We also have extensive Computer Aided Drafting and Design (CADD), and GIS
capabilities. Design work is accomplished using both AutoCAD Version 2002 and
MicroStation platforms. Our GIS experts have experience in designing databases and
preparing high-quality maps. Our staff is experienced in the latest ArcView version 8.2.

Four subconsultant firms will compliment Ayres Associates' in-house expertise:

Applied Weather Associates will support the team with climatology analyses.
Applied Weather Associates is a small business located in Monument, Colorado that

2
