<br />4-29 Senate Passed <br /> <br />Page 5 of 6 <br /> <br />in the basins wanna protect their water, and when you go out there <br />- when - when somebody - an entity from over here goes over and <br />files on that water, the first thing they do is object. And the reason <br />why they wanna protect the water is because they have needs that <br />need to be addressed also, and if you - if you go over there and sit <br />on their round table and you can talk about not only your needs, <br />but can talk about their needs, and if you can figure out how to <br />build projects that addresses both participants needs, then we can <br />move ahead. And those are the projects in Colorado that have <br />been successful when people outside of comi negotiate, and they <br />come up with solutions that benefit both parties. There's areas in <br />the state where there is excess water. You know, the excess water <br />you mentioned in Colorado, there is - historically there's been <br />excess water. Unfortunately, there hasn't been any for the last four <br />years which points out the need to do something with it when it is <br />available which I think we can work - agree and work together on. <br />But I think this process at the - at the best can help and at the worst <br />can't hurt anybody. And I think bringing people together, we can <br />resolve issues in more than one basin at the same time, and - and <br />again I'd ask for an aye vote. <br /> <br />Chair: <br /> <br />Senator Rab. <br /> <br />Senator Rab: <br /> <br />Thank you, Madam Chairman. You know, I was really concerned <br />with this piece of legislation and the fact it could intercede and be <br />taking the place of the Colorado Water Conservation Board. I've <br />served on that for two and a half years, and during our hearing in <br />the ad committee, I did ask Speaker George, you know, and make <br />sure that this did not interfere with the Colorado Water <br />Conservation Board. He assured me it wouldn't. Ijust wanted to <br />go on record in stating that. And you did state in your ad <br />committee, and I have a lot of concern because I don't think we <br />need to have this replace the Colorado Water Conservation Board. <br /> <br />Chair: <br /> <br />Further discussion on House Bill 1177. Seeing none. The <br />question before the body is the adoption of House Bill 1177.
