And I can promlse you, if there lS a $10 million pot of

money sitting over at DNR, there are gOlng to be people comlng

in finding a way to get into it.

studies that need to be done.

I guess my question for you, Senator Isgar, lS if--why do

They will find feasibility

not--if these projects are out there and they need startup money

and they need feasibility money, why don't they come in and

apply for it and apply for appropriation like any other group

does, rather than asking us to send $10 million over to DNR

without any clue about where it's going to go?

Chairperson Fitz-Gerald:

Senator Isgar?

Senator Isgar:

Thank you, Madame Chair.

Yeah, and Senator McElhany, we're not really--we're not

taking general funds down to the DNR.

These are funds that were

collected from the Severance Tax.

They're already in the

Severance Tax Trust Fund.

They're on the operational side.

It's money that's already there. I don't know that we

want every entity in the state coming in here to try to get an

appropriation. We've created the Colorado Water Conservation

Board with members from all around the state that evaluate these

- 8 -
