<br />The way the bill is written it doesn't have to just be for <br /> <br />building projects. <br /> <br />It can be for structural and non-structural. <br /> <br />You know, it could be for an expanslon. <br /> <br />It could be for <br /> <br />rehabilitation. <br /> <br />It could be for supplying ditches. <br /> <br />It could be <br /> <br />for addressing environmental concerns. <br /> <br />But, there's a gap there that I think we need to help fill <br /> <br />so that we can actually get to the next step, which is <br /> <br />developing additional water supplies. <br /> <br />And again, this is money that's already In the Operational <br /> <br />Account of the Severance Tax Trust Fund. <br /> <br />It doesn't impact at <br /> <br />all the 50 percent of the Mineral and Energy Impact, the <br /> <br />Severance Tax that goes to Department of Local Affairs to <br /> <br />mitigate some of the impacts on rural communities. <br /> <br />It's In the <br /> <br />operational side and it's money that's in excess of what lS <br /> <br />needed to fund those departments within the Department of <br /> <br />Natural Resources. <br /> <br />I think this lS an appropriate use of the funds. <br /> <br />If you <br /> <br />read the statute, it's very specific that these Severance Tax <br /> <br />dollars should go to help develop development and conservation <br /> <br />of State's water resources. <br /> <br />That's what this is attempting to <br /> <br />do, so it's consistent with the purpose of the Severance Tax-- <br /> <br />the Severence Tax Trust Fund and the money that goes into the <br /> <br />Operational Account. <br /> <br />- 6 - <br />
