On page -- on line -- page 3, line <br />20, strike "and" and then just lines 21 and 22. <br />Unidentified Man: <br /> [Unintelligible.]. <br />Chairman Grossman: <br /> I think that's about the gist of it. <br />Senator Isgar? <br />Senator Isgar: <br />Yeah, I wouldn't be in favor of that <br />because, even though we're primarily looking and assisting in <br />feasibility and environmental compliance, there may be some <br />cases where we have to do more than just that, where we need <br />[unintelligible]. It could be construction, it could b e lining <br />a ditch or other, because it's just also says for non - structural <br />activities. And in some cases we may have to provide a little <br />assistance beyond assisting the upfront costs. And typically, <br />you know, I would hope that at that point they could pay -- make <br />the project pay.
