We do support this . We do see Senate Bill 179 as the next
logical and meaningful step in last year's House Bill 1177
process. This gives those roundtables some purpose and
resources to implement what they may come up with.
To address a couple of the concerns that have bee n
expressed by Committee members, I think you're not going to see
large projects funded by this program, by the Senate Bill 179
account, simply because of the size of the account. Ten million
dollars -- and you're going to have an amendment to that effect --
$10 million just doesn't fund a project these days, not a small
project. It certainly doesn't fund a large project. I mean,
even if this account builds up to the $30 or $40 million range,
again, you're not looking at funding a large water project with
th at amount of money. You can assist a number of smaller
projects.
And I think the requirement that you just discussed with
Senator Isgar on the limitation, that these only be for projects
approved by roundtables, is absolutely important and in fact
criti cal to the success of the roundtables.
The only -- I would comment -- and I believe Senator Isgar has
an amendment to this effect, I would ask the Committee to
consider a clarifying amendment that -- where it says that the
only -- allocate monies from the account only for activities
approved by a roundtable. You should clarify that it is
- 25 -
