and to do that with a grant process that meets the expectations

both of the roundtables and CWCB.

We're doing four years of funding here. And it is that

long-term funding that gives this criteria. But we have the

opportunity after the criteria and guidelines are reported back

to us--and that's why I'm making a real strong comment, that I

expect those criteria and guidelines to be reported to me. And

if they do not meet all of our expectations, then I think it is

our job as the legislature to come back and look at future year

funding.

Chairman Isgar: Yeah. I think along with that, too,

Representative Buescher, you know, I think some of the criteria

we'd like to see will address things like ability to pay, and so

that these small entities that really need it, you know, do

recelve that. But, you know, we've left this pretty open for

them to develop that criteria and I think we'll be looking at

that closely.

I think our intent is that we help those small entities

that don't have the wherewithal to do the feasibility and

compliance and, you know, maybe buy down a little bit of the

construction costs. But, that's what--I think that's what we

hope to see come out of this.

And we didn't--we'd have probably had a little less concern

had we laid some of that in the bill. But I think it's--at this
