It could be city, county, conser vancy district, <br />irrigation companies that have a need to, in some cases, develop water. It could be -- it <br />could be for other things. It could be even non - structural. That's not what this is about, even <br />though I know there's people out there that have this paranoi a that think that somehow <br />that this is going to allow Two Forks to be rebuilt or something, you know? <br /> <br />This is nothing about that. This is to help the small entities that do not have the financial <br />wherewithal to do environmental compliance and permitting and project feasibility. And <br />that's the biggest gap we see out there and that's what we're trying to address, to help <br />those small entities get over that hurdle. <br /> <br />Page 8 <br />I think our intent is that we help those small entities that don't have the wherewitha l to do <br />the feasibility and compliance and, you know, maybe buy down a little bit of the <br />construction costs.
