PROPOSED GUIDELINES/PRINCIPLES <br /> <br />FOR <br /> <br />ARKANSAS RIVER BASIN ROUNDTABLE <br /> <br />RE <br /> <br />INTERBASIN WATER TRANSFERS <br /> <br /> <br />1. The receiving basin shall first demonstrate the water proposed to be <br />transferred is not available its own basin. <br /> <br /> <br />2. The receiving basin shall implement al l practicable conservation measures <br />which shall include, but not be limited to, metering of all industrial, <br />commercial and residential water users, tiered residential rates, reasonable <br />landscaping restrictions and such building code requirements as are <br />nec essary to require installation of high efficiency plumbing fixtures and <br />water using appliances. <br /> <br /> <br />3. The receiving basin shall complete, at its own expense, a study to analyze the <br />impact upon the basin and the county or counties from which the water is <br />being e xported. Copies of the study shall be submitted to the commissioners <br />of the exporting county as well as to the basin roundtables of the exporting <br />and receiving county . The study shall include, but not be limited to, analysis <br />of the environmental, social , cultural, water quality, and economic impact. <br />Such study shall be conducted by an accredited university or qualified <br />professional firm to be selected by mutual agreement of the receiving entity <br />and the basin roundtable of the basin from which the water is proposed to be <br />exported. The study shall be completed and submitted to the appropriate <br />entities within a certain number of days, as determined by the participating <br />entities, prior to filing applications for water transfers in water court. <br /> <br />4. The rece iving basin shall pay or provide all necessary mitigation, in <br />perpetuity, to the county from which the water is being transferred to offset <br />economic losses as determined in the impact study. <br /> <br /> <br />5. Cities continuing to grow and develop at a rapid pace worsen Co lorado’s <br />water resource problem. They must implement regulations to limit growth <br />and development so as to contribute towards the alleviation of those <br />problems. <br /> <br /> <br />6. A receiving entity shall not, if it cannot supply its own water needs without <br />interbasin tran sfers, enter into any new agreements to supply water to any <br />other entity either within or outside of its own basin except in situations of <br />
