Chairman Hamel set two (2) items before the group as an agenda: A) Review of the election of <br />IBCC Representatives, and; B) Progress on drafting of by - laws. <br /> <br />2. Following a review of the events of the Roundtable meeting of December 1, 2005, the <br />s ubcommittee reached consensus on the following conclusion and recommendation: A quorum <br />was properly established for the election of IBCC Representatives and the first Representative <br />was properly elected. However, the by - law procedures were not followed c ommencing with the <br />rd rd <br />3 ballot. Therefore, the Roundtable should recast the 3 ballot at the meeting on January 9, <br />2006, and follow the by - law procedures until a second IBCC Representative is elected. <br /> <br />rd rd <br />The individual chosen in the 3 ballot was notifi ed by telephone that the 3 ballot would be <br />rd <br />recast. All Candidates who stood for election in the 3 ballot were notified that the ballot would <br />be recast. Given the potential that some roundtable members may not have attended the <br />December 1, 2005 meetin g, the subcommittee also recommends an approximately five (5) minute <br />address by each Candidate to the Roundtable prior to the balloting. <br /> <br /> <br />3. The subcommittee reviewed examples of the by - laws adopted by the Colorado Basin and the <br />Gunnison Basin. Following the same outline provided by the Department of Natural Resources, <br />the group identified those sections which could be adopted directly and those sections which <br />required adaption for the needs of the Arkansas Basin. The subcommittee then determined which <br />s ections of the by - laws were important for delineation prior to the next roundtable meeting. <br /> <br />Generally, there was enthusiasm for the adaptations made by the Gunnison Basin in drafting their <br />by - laws. The subcommittee reached consensus on Article V, Roundt able Leadership, Sections 2 <br />& 3 (dealing with elections and terms for officers) and Article VII, Meetings and Governance, <br />Section 2, Regular Meetings and Section 7, Quorum . <br /> <br />The group then set a priority for discussion of Article VI, Decision Making an d the related Article <br />III, Definitions, Section 6. Consensus ; Article II, Goals and Objectives; Article III, Definitions; <br />Article IV, Roundtable Membership, as it relates to including non - voting members beyond those <br />
