Group met to discuss goals to be accomplished at the meeting. First, to agree on a mission <br />statement, second to set the procedures for election of representatives to the Interbasin Compact <br />Committee. <br /> <br />2. The consensus of the group is reflected in the draft by - laws. A lively discussion led to a <br />general agreement that the validity of the work of the Basin Roundtable would be derived from <br />the strength of the consensus of its members. <br /> <br />3. Rather than adhere to a strict parliamentarian regime as reflected by Robert s Rules of Order <br />= <br />(which applies to legislative bodies), the subcommittee preferred shaping the by - laws to serve our <br />interests in achieving consensus. For example, allowing comments and discussion on a given <br />topic to continue, rather than a simple majority v ote on a motion to close the discussion. <br />Subcommittee members also expressed an interest in having some form of super - majority voting <br />for important items (to be determined) instead of the simple majority method recently applied. <br />Finally, the group discus sed the meaning of the word consensus and how it might apply in our <br />Roundtable. One concept discussed was the notion that individual members of the Roundtable, <br />who take exception to the work product of the subcommittee, be encouraged to propose <br />alternative s with the charge to persuade the remaining Roundtable members of the merits of the <br />alternative. <br /> <br />4. The next section of the by - laws for consideration will be the goals and objective. Roundtable <br />members are encouraged to think about possible goals and ob jectives for discussion at the next <br />roundtable meeting. <br /> <br />5.
