BOX 758 <br />GREELEY, COLORADO 80631 <br /> <br /> <br />September 29 , 2006 <br /> <br />Mr. Eric Hecox <br />Manager, Office of Interbasin Compact Negotiations <br />Colorado Department of Natural Resources <br />1313 Sherman S t. <br />Denver, Colorado 80203 <br /> <br />RE: Water Needs Assessment Refinement <br /> <br />Dear Mr. Hecox: <br /> <br />The South Platte Basin Roundtable has adopted the Statewide Water Supply Initiative <br />(SWSI) study as the interim Basin - Wide Water Supply Needs Assessment for the Basin. <br />The Roundtable has determined that additional refinements to the SWSI study are <br />needed. These refinements to the Water Supply Needs Assessment are as follows: <br /> <br /> <br />1. The SWSI study concluded that “many water providers had identified the same <br />source of water and the re may not be adequate supplies to meet the needs of the <br />various providers”. The Roundtable requests that additional studies be done <br />Basin wide to determine where the various providers may be looking at the same <br />water as a future supply. This should incl ude not only municipal and industrial <br />providers but also agricultural providers. These studies should quantify the <br />amount of overlapping claims. This competition for the same water can <br />significantly increase the gap between future supply and demand. <br /> <br />2. Wi th significant new appropriations in recent years, specifically, appropriations <br />for recharge in the lower portions of the South Platte River, the Roundtable also <br />requests an updated and more detailed analysis of any “Unappropriated Water” <br />in the Basin, in cluding the amount and location of such waters. This should also <br />include a review of any senior appropriations, if any, currently unutilized or <br />under utilized. <br /> <br />3. There are changes being made to the administration of the South Platte River by <br />the State Engin eers Office and by the Water Court. The Roundtable would like <br />to know the impact of these changes on the availability of water from the South <br />Platte River and its tributaries. <br /> <br />4. Most of the municipal providers who have reusable wholly consumable effluent <br />ar e making plans to use this reusable water in their own systems. Currently <br />much of this water is available to the River. The impact of this reusable water <br />not being available to downstream users needs to be evaluated. <br /> 1 <br />
