Beginning with the April 1 forecast and ending with the June 1 <br />forecast from the Colorado River-River Forecast Center, if Blue Mesa <br />( Reservoir is projected to fill and spill by July 31, reservoir water above <br />the forecasted spill may be used for environmental purposes, such as . . <br />the National Park Service reserved water right claims for the Black <br />Canyon of the Gunnison and\or satisfaction of the Aspinall Unit <br />contribution to U.S. Fish and Wildlife Service flow regimes for the <br />humpback chub, bonytail chub, Colorado pikeminnow and razorback <br />sucker in the Gunnison River. The timing, magnitude and duration of <br />this "spilled water" shall be determined by the U.S. Bureau of <br />Reclamation, National Park Service, U.S. Fish and Wildlife Service, <br />the Colorado Water Conservation Board and the Western Area Power <br />Administration. Such spilled releases shall be adjusted for actual <br />runoff conditions. <br />i. All releases from the Aspinall Unit will be deemed sufficient to <br />offset the depletive effects of both the Dallas Creek Project <br />(17,000 AF at full build out) and the Dolores Project (81,000 <br />AF at full build out). <br />\ 11. All releases for peak flow purposes will be done in a controlled <br />\_ manner unless actual runoff conditions dictate otherwise. <br />f. The water rights for Crystal are subordinated to 60,000 AF of junior <br />upstream depletions (50,000 AF upstream of Morrow Point and an <br />additional 10,000 AF between Crystal and Morrow Point).
