Finally a range of altcrnative public policies regarding the implementa-
tion of a WOSA l'rogram throughout the lJppcr Colorado River Basin was
defined and evaluated in terms of their nccc.c;.,liity, effectivcness, and feasibility.
After each of these analyses was completed.. both potential syste,:ns im;..
provements and public policy alternatives were analyzed to find ways in which
the WOSA system might be designed and operated to enhance the positive
bellefits while alleviating the negative aHributes of snowpa'ck augmentation.
The analysis was then repeated using the redesigned system. Ideally, this pro-
cedure will be rCpCittl;d man)' times until on acceptable. WOSA system finally
bec.omes fully operational.
The research results and the conclusions and recommendations for further
actiOns ar~ summarized in th~ following paragraphs. and are discussed in de-
tail in lhl~ text of this report.

Several major issues that prescnt opportunities for resolution dominate
the analytical findings summarized in the following paragraphs:
