As agreed, this review addresses
three prirnary issues:
1.) What specific segments of the LaPlata River, Cherry Creek, Long Hollow
Creek and their tributaries are currently habitat for native fish communities;
2.) For each segment, identify the minimum flow (volumes and timing of flow)
necessary for each reach to sustain viable native fish populations;
3.) Identify specific structural or management actions that could be included in
the construction of Long Hollow Reservoir designed to minimize the
establishment of non-native fish in the above identified waters.

Included you will find the official recommendations ofthe Division of Wildlife regarding
the three primary issues outlined above for the Long Hollow Reservoir project proposal.
It was discussed at the meeting that the LH project Biological Assessrnent does not
provide a reservoir operation plan that describes the proposed storage or flow release
schedule and how this could affect native fishes in the La Plata River. DOW comments
were developed with this in mind using the best available information and science. I feel
that the attached review contains biologically sound and professional recommendations
that were developed in the spirit of cooperation with the CWCB and the SEO. We
greatly appreciate the opportunity provided to the DOW for open communication and
look forward to working collaboratively on the Long Hollow Reservoir proposal in the
future. If there are any questions regarding the DOW comments, please feel free to
contact SW Regional Manager, Tom Spezze at (970)375-6710 in Durango or myself at
DOW Headquarters in Denver. Thank You!
Sincerely:

Bruce McCloskey
Acting Director, Division of Wildlife
