New Mexico has concurred in the use of Reclamation's RiverWare model for the San Juan River <br />Basin only for the purpose of evaluating the Recovery Implementation Program's flow recommendations <br />and impacts to the flow recommendations. New Mexico believes that the proiect proponents and the State <br />of Colorado agree that tThe model, which uses a monthly time step for La Plata River uses and does not <br />simulate actual daily hydrology of the La Plata River or individual uses in priority, cannot be used to make <br />cone1usions as to the impacts of daily compact administration and reservoir operation on uses in New <br />Mexico, aad the model has Rot beeR appro"/ed fer such plll"peses. <br /> <br />15. The water supply modeling performed by Wright Water Engineers for the Long Hollow Reservoir <br />project incorporates certain assumptions regarding Colorado's administrative record, including its split <br />river operations, historic compact calls, accrual of credits and debits in Interstate Station deliveries, and <br />maximum Interstate Station delivery requirements. New Mexico does not agree that such assumptions <br />accurately reflect the La Plata River Compact Artie1e 11.2 daily Interstate Station delivery requirement or <br />constitute acceptable alternatives pursuant to Artie1e 11.3. <br /> <br />16. New Mexico believes that Colorado agrees that at is the State of Colorado's responsibility to <br />operate in compliance with the La Plata River Compact Article 11.2 Interstate Station delivery <br />requirement. Any risk associated with imprecision or uncertainty in water supply modeling assumptions, <br />ine1uding Colorado diversion and return flow assumptions, Long Hollow Reservoir project planning, river <br />losses, or actual river and reservoir operations nmst-will be borne by Colorado water uses. <br /> <br />4 <br />
