" <br /> <br />D-R-A-F-T <br />SJRIP POLICY TO <br />REQUEST USSR TO CONDUCT MODEL RUNS <br />(February 3, 2004 Draft) <br /> <br />In order to conduct Section 7 consultations for proposed projects that are <br />expected to cause substantial depletions to the San Juan River, an evaluation of <br />the impact on the Flow Recommendations is necessary using the current version <br />of the basin model. Some entities proposing such projects have the financial and <br />technical ability to operate the model and others do not. USSR has agreed to <br />conduct model runs for entities who do no have the ability to run the model. This <br />policy is to provide guidelines for when and how the request is to be made to <br />USSR to run the model for proposed projects. <br /> <br />1. The project proponent is to submit an application to the lead agency (e.g. <br />Corp of Engineers for a 404 Permit). The application is to include an estimate of <br />the average annual depletion resulting from the proj:ect. <br /> <br />2. The lead agency shall begin the Section 7 consultation process with the <br />USFWLS. As part of the process, the' USFWLS shall determine if a model run is <br />necessary to further evaluate the impact of depletions on the Flow <br />Recommendations. If yes, the USFW~S ~~all notify the applicant and USSR that <br />a model run is necessary. <br /> <br />3. Once notified, the applicant shall provide USSIR with monthly depletions for <br />the modeling period (1929 to current) and the location of the depletions. If the <br />project is in Colorado, the applicant is encouraged to contact the CWCS to utilize <br />ST A TEMOD to assist in the developing the depletion schedule. <br /> <br />4. USSR and the applicant shall cooperate to conduct the model run to evaluate <br />the impact, if any. on the Flow Recommendations. <br /> <br />5. Using the model runs, the applicant shall prepare a report to the USFWLS <br />describing the impacts. <br /> <br />6. In the event that the applicant runs the model, then USSR should be <br />requested by USFWLS to review the model runs. <br />
