The <br />application is faT a permlllo place dredged and fill mlilerial <br />Lo construct a new water diversion structure in and <br />adjacentlo the Navajo River, and construct a water <br />pipeline between the new diversion structure and Dulce <br />Reservoir near Dulce, Rio Arriba County, New Mexico. <br />The project entails the placing or 46,635 feet of 24 inch <br />diameter pipe eight feet below grade. The construction will <br />temporarily impact 1.88 acres of palustrine emergenl <br />persistent wetlands in the pipeline corridor. Rock gabions will be placed over 50 feet of <br />river bank upstream from the diversion structure to stabilize the riverbank. <br />A sediment basin will be constructed from uplands adjacent to the pumping <br />station. The main pump station will be constructed adjacent to Ihe <br />sediment basin. The pipeline will be buried 8 feet below grade for the <br />majority of its distance between the diversion structure and Dulce Lake. <br />The pipeline will be suspended from an existing bridge at thai point where <br />It crosses Amargo Creek. No discharge of fill will occur in Amargo Creek. <br />Approximately 1.88 acres of wetland!;> will be temporarily. impacled. dlJrinQ <br />the construclion of lhe pipeline. <br /> <br />Purnose and Need: The stated purpose or the project is to enable the <br />Nation to uli1ize their water rights for beneficial uses. The initial purpose of <br />the projecL is to fill and maintain the pool level of Dulce lake reservoiL <br />The reservoir was emptied in 1997 when improvements to the dam were <br />made, and has nol relilled since, due 10 drought. Floodwater relention has <br />been the only means of capturing and holding water in the reservoir. <br />Filling of the reservoir is needed as il has historically been used as a <br />source or irrigalion water and recreation ror the Nalion. Il would also serve <br />as an emergency backup water supply for Ihe community drinking water <br />system. The Nation plans to divert up.. to 12l0.00 acre feel of water per year <br />from the Navajo River. Wetland areas that experience temporary impacls will be <br />restored and enhanced upon project completion. Restoralion activities will <br />include site grading to malch pre.construction contours, removal of excess <br />materials, and revegetation with native wetland species. A secondary <br />impact of restoring water in Dulce lake is improvement or moisture <br />conditions down gradient from the lake. Il is anticipated (hat wetland <br />rormation may also OCGur at the Intermediate reservoir site. <br /> <br />Plans and Data: Drawings showing the location of the work site and olher <br />data are enclosed with this notice.
