Conserved water could also be banked (stored for <br />future use) in lake Mead. He indicated that he will "look with favor upon transactions that are <br />mutually agreed to, and that do not adversely affect the entitlement of other users." Babbitt noted <br />that the U.S. Supreme Court found that Congress had vested the Secretary with sufficient authority <br />to manage the River in all its aspects - and perhaps in recognition of - the continuing inability of the <br />three Lower Basin States to find common ground. The Secretary said that was the case when the <br />Arizona v. California case was before the Court and every Secretary since has had to deal with that <br />reality to some extent. <br />
