Discussion of the status of <br />the Central Arizona Project (Notice of Completion of Water Supply Project on 10/1/93 triggering the <br />beginning of repayment obligations beginning in 1994) and of Nevada's process for evaluating <br />alternative water supply project proposals to provide additional water to the southern Nevada area. <br />The group was also briefed on Virgin River discussions involving the three Lower Basin States <br />(wheeling, end. species, wild and scenic river designation, etc.). <br /> <br />Nevada Summit Conference on Proposals to Solve Future Water Supply Needs held in Las Vegas, <br />Nevada. This joint meeting of the Colorado River Commission of Nevada and the Southern Nevada <br />Water Authority was held to review summaries and evaluations of the proposals submitted during <br />November 4-5, 1993 public hearings. <br /> <br />Upper Colorado River Basin States/Seven Basin States/Seven Basin States Meetings held in Las Vegas, <br />Nevada. Discussion centered around defining issues and agreement was reached that each State <br />would prepare a write-up setting forth opportunities, needs and alternatives. <br /> <br />Seven Basin States Meeting held in Las Vegas, Nevada. Presentation on the Water Supply and <br />Demands was made by Nevada. Each State made a report concerning their identification of issues that <br />must be resolved. Nevada's representatives proposed the creation of a Lower Division States water <br />bank and a Commission to administer it. <br /> <br />Colorado River Basin States' Representatives met in Phoenix, Arizona. Further discussion of the <br />Nevada water bank and commission proposal. Arizona suggested an alternative approach that would <br />have water bank transactions effectuated state to state as opposed to party to party. The Bureau of <br />Reclamation described their proposed Lower Colorado River Basin rules and regulations for <br />administering Colorado River water entitlements. <br /> <br />Seven Basin States/Colorado River Tribal Partnership joint meeting held in Denver, Colorado. Further <br />exploration of the Arizona and Nevada water bank proposals and focus on process issues occurred. <br />Group discussed how to focus on what is critical to solving problems. <br /> <br />Seven Colorado River Basin States Governors' Representatives meeting held in Las Vegas, Nevada. <br />Lower Division States announced the formation of a Technical Committee with representation from <br />each of the three States and the Bureau of Reclamation to develop solution elements and evaluate <br />alternatives. <br /> <br />Seven Colorado River Basin States/Colorado River Tribal Partnership joint meeting held in Phoenix, <br />Arizona. Lower Division States' Technical Committee presented a progress report describing the <br />committee's activities and considerations of opportunities, principles that had been agreed upon and <br />issues that they would be working through. The Colorado River Tribal Partnership offered a conceptual <br />proposal for establishing a tribal water bank at this meeting. <br /> <br />Seven Basin States/Colorado River Tribal Partnership joint meeting held in Phoenix, Arizona. A second <br />progress report was presented by the Lower Division States' Technical Committee. Presentation <br />included a description of the preliminary computer modelling efforts that the committee is undertaking <br />to support the evaluation of solution elements that have been devtlloped as alternatives. Efforts to <br />involve other groups and constituencies in the Lower Basin are being planned and put into place. <br />Presentation made about the feasibility assessment prepared for the Lower Basin for a multi-species <br />habitat conservation plan for endangered species in the Lower Colorado River Basin. The next meeting <br />date tentatively set for March 21, 1995 in Salt Lake City, Utah. <br /> <br />Seven Basin States/Colorado River Tribal Partnership meeting held in Las Vegas, Nevada. Third <br />progress report was presented by the Lower Division States' Technical Committee. <br />
