Please consider this letter Crowley County's Motion to Intervene in Case
Number 01 CW160, the City of Pueblo's RICO water right.

Crowley County is currently a shareholder in the Colorado Canal Company
and Lake Meredith Company. The county is continuing to acquire shares in "
those companies as they come available for future water resource planning. The
county has also made a request to participate in the enlargement of Pueblo .
Reservoir for an additional.1 ,000 ac-ft of storage. These are very serious
obligations for a county of our size with limited resources.

.

As originally proposed. Pueblo's filing did not attract our immediate attention.
We believed that the senior exchange right granted to the Colorado Canal and
La'ke Meredith Companies in 1984 would offer us protection from injury by this
filing.

I have personally participated in several meeting betWeen the City of Pueblo's
representatives and the entities opposing their filing. It seems clear to the Board
of Commissioners that Pueblo's request has the potential of curtailin"g some
amount of water we would need to exchange up to Lake Pueblo from Lake
Meredith. These exchanges could assist the county in its well augmentation
progr~m, drought plans, and eventual delivery through the proposed Ark-Valley
Conduit.

Thank you very much for your consideration of this motion.

..
