Dear Ted,

I would like to request that the CWCB consider allowing Crowley County to
testify at the July 22 hearing concerning the City of Pueblo's RICD filing.

I have enclosed copies of the County's Statement of Opposition and Motion to
Intervene which I have filed with Division 2 Water Court.

The County's reason for-opposing this filing is fairly straightforward. Crowley
County presently uses shallow wells to provide dftnking water to its citizens. Part
of the county's water plan relies on shares in the Colorado Canal system for
possible well augmentation and hopefully eventual use in the Arkansas Valley
Conduit. Colorado Canal's senior exchange right (1984) would allow us to
exchange water from Lake Meredith to the Pueblo Reservoir for this purpose.

Pueblo's original proposal would have jeopardizedJ~~se exchanges. We
have patiently participated in several meeting with the opposition group and the
Ci~. I do believe some progress has been made and we will meet again on May
20t to see if an agreement could be reached. I also believe that it.is my
obligation as an elected official to make every effort to represent my constituents.

I would appreciate you forward this request to your board. I will also send a
copy of this request to Anne Castle who ;s representing the City of Pueblo.
