<br />\:i, <br /> <br />· No information is available regarding the ownership of roughly 37,000 structures; however, most <br />of these are small diverters/users and the owner entities can be easily identified by the SED. <br />· Between 80 and 90 percent of storage rights are held by about 100 entities statewide. <br />· In the South Platte, Arkansas and Rio Grande basins, about 200 entities hold the direct rights to <br />about 80 percent of the water. <br />· In the Gunnison, Upper Colorado, Yampa/White and San JuanlDolores, about 450 entities hold <br />the direct rights to about 75 percent of the water. <br /> <br />.. <br />j <br /> <br />. <br /> <br />3. The Assessment participant list will be develop as follows (see attached flow chart -Assessment <br />Participant Identification Process): <br />· Eighty percent ofthe Assessment participants will come from those 750 entities identified above. <br />· Twenty percent of the Assessment participants will come from the balance of the 21,000 owner <br />entities not included in the 750. <br />· The SED at each Division (with Water Commissioners) will provide a review of the participant <br />lists, as well as the no information list, and comment on the draft listing, adding names of entities <br />both for the 80 percent group and the 20 percent group. <br />· The Division Engineers and Water Commissioners will also provide contact information for the <br />selected participants. <br /> <br />The final list including the pilot test participants and the full-scale Assessment participants will be <br />prepared during Phase II. <br /> <br />4. Finally, the Board should be aware ofthe need for a Technical Advisory Committee (T AC) and <br />Technical Working Group (TWG) to be established to oversee the project. The role ofthe committee. <br />and group will be to provide input for Assessment development and testing, Assessment deployment, <br />and data interpretation. The Director's report identifies potential candidates. As we enter the second <br />phase of the project, it is important to approve these individuals as members of the TAC (the TWG is <br />a subset. of the TAC) to allow time for their briefing and :education prior to Assessment development <br />and testing. <br /> <br />. <br /> <br />Flood Protection.
